This function will the current system time (server time) in milliseconds. This is implemented by using the ''timeGetTime'' Windows Multimedia function, therefor the system time is the time elapsed since Windows was started.  When OSI ported their server code to Windows and merged it with the client code, they made a mistake and replaced the calls to ''time'' with calls to ''timeGetTime''. Thus in the original demo and UoDemo+ up to Publish 15, this function will return the current system time (server time) in milliseconds. This was implemented by using the ''timeGetTime'' Windows Multimedia function, therefor the return time was the time elapsed since Windows was started.
